dYdX testnet 2 will be shut down, and testnet 3 will launch on September 13

ChainCatcher message, dYdX will shut down testnet 2 on September 11 at 23:00 and launch testnet 3 on September 13. Updates for testnet 3 include: conditional orders, MEV nodes, delayed message module, support for paying Gas fees with governance tokens, etc.
