The judge ruled that Ian Balina's involvement in the 2018 cryptocurrency token ICO violated securities laws, as crypto KOL Ian Balina sold unregistered securities when purchasing Sparkster (SPRK) tokens and offering them to U.S. investors in an investment pool.
