Starknet: Upgrade to SHARP v6.0, introducing features such as application recursion

ChainCatcher message, Starknet announced on social media that it will undergo the SHARP v6.0 upgrade, which includes features such as application recursion, Rust implementation, and new arithmetic circuit built-ins.

Starknet will use application recursion in the v0.13.2 upgrade to reduce block time without additional L1 costs. This will decrease the confirmation time by 7 times, from about 15 seconds to approximately 2 seconds.
