ChainCatcher news, according to a report by Cointelegraph, based on a filing submitted to the U.S. Securities and Exchange Commission (SEC) in July, Microsoft hopes the federal government will view its relationship with OpenAI as a frenemy relationship (both friend and foe), rather than a true partnership.

In this 10-K form periodic financial performance and condition report, Microsoft claims in several paragraphs that OpenAI is its competitor, while also repeatedly stating throughout the document that OpenAI is its "strategic partner."
