Sources: The application for licenses for stablecoin issuers in Hong Kong will be conducted in a similar invitation-based manner

ChainCatcher news, sources reveal that the Hong Kong "Stablecoin Regulation" will take effect on August 1, 2025, and will simultaneously launch the stablecoin license application. The licensing for stablecoin issuers will not be conducted through a method where applicants download forms and submit written applications themselves, but will instead be arranged in a manner similar to an invitation application system.

"On the operational level, the Hong Kong Monetary Authority, responsible for regulating the licensing, will communicate in advance with interested stablecoin license applicants to understand whether they meet the basic application qualifications. Only after obtaining basic recognition in the pre-communication will the Monetary Authority issue the application forms."
