BTIP-104 proposal enters community review stage

This proposal aims to introduce a dual mode of automatic and manual renewal for file storage, allowing users to extend the storage duration flexibly without re-uploading, significantly enhancing usability and long-term storage reliability. Automatic renewal supports one-click configuration of upload parameters, while manual renewal can be quickly triggered through CLI commands. This upgrade will further improve the BTFS storage service system, providing a more sustainable solution for the distributed storage ecosystem.
