The U.S. Treasury Department has sanctioned four Iranian cryptocurrency exchanges and several executives, accusing them of assisting in evading sanctions

The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) announced that it has added Iran's largest cryptocurrency exchange Nobitex, as well as three Iranian cryptocurrency exchanges Wallex, Bitpin, and Ramzinex, to its sanctions list, and imposed sanctions on Nobitex's chairman and co-founder Amir Hossein Rad, current CEO Seyed Ali Khoee, and several co-founders and executives.The U.S. Treasury accused Nobitex of processing over 50% of Iran's cryptocurrency inflows in 2025 and providing support for transactions related to the Islamic Revolutionary Guard Corps (IRGC), ransomware organizations, and sanction evasion activities. It also assisted the Central Bank of Iran in obtaining hundreds of millions of dollars in stablecoin funding. U.S. officials stated that after U.S. military actions against Iran, Nobitex helped transfer and protect the assets of the Iranian regime.In addition, the Treasury stated that Iran's second-largest cryptocurrency exchange Wallex, as well as Bitpin and Ramzinex, were also found to have links to transactions related to the IRGC. Among them, Wallex received about 12% of Iran's cryptocurrency inflows in 2025, Bitpin accounted for about 10%, while Ramzinex, established in 2018, has processed over $2.45 billion in transactions.This action is part of the Trump administration's "Economic Fury" strategy to exert maximum pressure on Iran. The U.S. Treasury stated that it will continue to combat Iran's use of digital assets for terrorist financing and sanction evasion and reserves the right to impose secondary sanctions on foreign financial institutions and companies that assist Iran's illegal trade.

Paradigm submitted a comment letter to the U.S. Department of the Treasury regarding the state-level regulatory path of the GENIUS Act

According to the official blog, Paradigm has submitted a comment letter to the U.S. Department of the Treasury regarding the rulemaking for state-level regulatory pathways under the GENIUS Act. Paradigm supports the core framework of the proposal but points out that without addressing four issues, the state-level pathway will not effectively serve issuers.First, the proposal anchors the federal framework to the yet-to-be-finalized OCC regulations, requiring states and issuers to plan based on an undecided benchmark, which directly hinders market access. The Treasury should not finalize this rule before the OCC's implementation rules are finalized.Second, the proposal requires unanimous agreement from the heads of the Treasury, the Federal Reserve, and the FDIC to certify the state-level system, but does not set a decision timeline, veto explanation standards, or mechanisms to prevent a single member from indefinitely blocking certification. Paradigm suggests establishing a 180-day decision deadline, creating a corrective process for supplementary submissions, and requiring specific veto explanations.Third, the proposal mandates that the state-level system maintain a reserve fund for 12 months of operating expenses, which may crowd out early issuers. It is suggested that states be allowed to adjust reserve fund requirements based on the size and risk profile of the issuer. Fourth, the proposal fails to adequately preempt hostile actions from individual states, and this loophole must be addressed.

Ripple plans to initiate a $1 billion XRP treasury program

According to CoinDesk, Ripple is leading a financing plan of at least $1 billion, intending to establish a publicly traded treasury company focused on holding XRP through a special purpose acquisition company (SPAC).The report states that this entity will use the raised funds to continuously increase its holdings of XRP, and Ripple is also expected to inject some of its own XRP holdings into the treasury. The terms of the related transaction are still under discussion, and the final plan may be adjusted.If successfully implemented, this will become the largest known XRP treasury plan to date. Market analysts believe that this move will test institutional investors' acceptance of the XRP treasury model and whether the digital asset treasury company model can expand from Bitcoin to other mainstream crypto assets.Currently, the market capitalization of XRP is approximately $138 billion, making it one of the top-ranking crypto assets globally. Since the beginning of this year, XRP has seen a cumulative increase of about 13%.It is worth noting that as the crypto market has recently experienced increased volatility, the stock prices of some digital asset treasury companies have come under pressure, and the market has begun to pay attention to whether similar models are facing demand saturation. However, if this plan is ultimately implemented, it may bring a new source of institutional buying for XRP and further strengthen its narrative in the capital markets.
