first_img XRP Ledger carries the Brazilian CSD BR fund records, involving approximately 4 trillion USD in assets

The regulated operator responsible for the registration, securities custody, and settlement system of the Brazilian financial market, CSD BR, has begun to record the ownership of shares in certain investment funds under BTG Pactual, mirroring them to the public XRP Ledger. CSD BR manages registered assets exceeding 22 trillion Brazilian Reais, approximately 4 trillion US dollars. Its existing database still serves as the official record for registration, custody, and settlement, and the relevant assets have not been transferred to the XRP Ledger; fund shares will be presented in token form on the XRPL.This blockchain copy aims to allow approved banks and institutions to verify ownership changes in real-time, replacing post-reconciliation, reducing the slow and costly verification process, while retaining identity checks and regulatory controls. Anyone can read the token circulation on the XRPL, but CSD BR still controls who has the right to hold and transfer these tokens. The tokens adopt the multi-purpose token standard of the XRP Ledger, allowing issuers to restrict participants and freeze assets or revoke transactions upon regulatory or court requests, while participants still need to pass identity and anti-money laundering checks.The project starts with real fund records, distinguishing it from previous pilots that used test assets or closed networks. CSD BR was established in 2018 and is authorized by the Central Bank of Brazil and the securities regulatory authority. After becoming familiar with the mirroring system, CSD BR and Ripple plan to test the direct issuance of assets on the XRP Ledger and allow approved participants to trade, with potential targets including Brazilian real estate receivables and agricultural receivables.

On September 28, 2026, OpenAI published a safety-related article, stating that before continuing any cutting-edge reinforcement learning training, structured safety documentation should be required. Ideally, such documentation should reach the evidence-based structured risk argument level used in safety-critical industries like aviation and nuclear power. OpenAI views this as a direction for effort while acknowledging the complexity arising from the emergence of AI capabilities, making it difficult to achieve the same level of rigor.The article focuses on cutting-edge reinforcement learning training and does not cover the broader alignment attributes required for internal and external deployments. The recommendations in the article reflect current practices, which are expected to continue evolving and are being implemented internally at OpenAI. Technical safeguards should cover model alignment, isolation, and monitoring, including avoiding speculative positive reinforcement rewards, offline alignment assessments and stress testing, preventing automated scorers from seeing thought chains, as well as multi-layer infrastructure security, sandbox red teaming, limiting high-bandwidth cross-sample communication, and immutable preservation of agent records.Operational guidelines include preemptive dissent across teams, approvals that can be vetoed by senior leadership, accountability of training leads for safety arguments and incident responses, as well as fail-safe pauses, internal oversight, audit access, and escalation by severity. In response to serious misalignment events, OpenAI proposes controlled access to original records, root cause analysis, operational and cultural reviews, and treating incident-derived assessments as regression tests; results of investigations should be made public, along with reviews and operational changes, and affected third parties should be notified as soon as possible.

first_img IBM will connect Digital Asset Haven to the Swift shared ledger, supporting tokenized deposit transactions

IBM announced that customers of its digital asset management platform IBM Digital Asset Haven can now connect to permissioned blockchain networks, including the blockchain-based shared ledger from Swift. A new beta version of the ISO 20022 message adapter allows financial institutions to initiate tokenized deposit transactions through this ledger using standard payment messages. IBM stated that financial institutions participating in Swift-related programs have tested tokenized deposits on this ledger using Digital Asset Haven. The ledger supports tokenized deposits issued by banks, enabling participating IBM clients to transfer digital assets around the clock, with final settlement still completed through existing systems.Swift first announced this ledger at Sibos 2025, based on a prototype developed in collaboration with Consensys, with over 40 financial institutions involved in its design, 17 of which are participating in the tokenized deposit pilot. Swift currently connects over 12,500 financial institutions across more than 200 markets worldwide. The aforementioned message adapter allows banks to continue using existing payment message formats and operational processes without adopting blockchain-specific workflows.IBM is also expanding Digital Asset Haven to a localized deployment beta version, which can be installed on IBM Z and IBM LinuxONE in the client's own data center for managing digital assets such as stablecoins and tokenized deposits, without relying on public cloud infrastructure. IBM stated that the platform and key management layer are fully retained within the client's own environment, with keys protected by IBM Crypto Express hardware security modules.

first_img XRP Ledger restarts upgrade, allowing accounts to split payment and compliance permissions

The PermissionDelegationV1_1 upgrade of the XRP Ledger entered a 14-day activation countdown on September 21, having received support from 29 of the 35 trusted validator nodes. If the support rate remains above 80% during this period, the upgrade could officially activate as early as October 5 at 11:18 UTC; at least 28 validator nodes must continue to support it, or the countdown will reset.This feature allows accounts to split permissions by role. For example, a stablecoin issuer can allow a connected compliance system to approve customer accounts holding its tokens while keeping the keys with full control offline; operational accounts can gain payment permissions but cannot change keys or delegate authority to others. Each trustee can have up to 10 permissions, and the main account can modify or revoke them at any time.This is the network's second attempt to introduce this feature. The original version had vulnerabilities that attackers could exploit to make others pay transaction fees with improperly signed transactions, and by repeatedly submitting high-fee transactions, they could deplete the victim's XRP balance. This vulnerability was reported by community testers on September 15, 2025, and validator nodes were advised to reject the amendment, so it was never activated. The fixed version was released with xrpld 3.3.0, changing the way unauthorized transactions are rejected, ensuring that fees are not deducted before signature verification.

Vitalik: Blockchain has evolved from a simple ledger into a cryptography-based secure computing network

Vitalik Buterin, co-founder of Ethereum, delivered a keynote speech at the 12th Global Blockchain Summit, stating that the blockchain was initially a primary tool. Although it has characteristics such as openness, neutrality, and security, it is not scalable and is completely transparent, lacking privacy protection mechanisms.Subsequently, privacy transactions and scalable verification brought by zero-knowledge proofs have changed this situation and have been transformed from planning into actual EIPs, included in the Ethereum roadmap. Apple's new Mac mini and Mac Studio began shipping on Tuesday local time. Apple emphasized to business buyers that purchasing new machines is cheaper than renting cloud computing power. The new machines support on-device AI, capable of handling high-intensity tasks like coding locally, allowing users to avoid purchasing tokens from OpenAI, Anthropic, and others. Apple's Chief Hardware Officer, Johnny Srouji, stated: Buying the device and placing it on the desk is a one-time investment, and the product offers excellent cost-performance ratio, without needing to pay per token; the machine can be used indefinitely.At the launch event, Apple demonstrated four Mac Studios working together to run a trillion-parameter AI model, searching for and fixing graphic code vulnerabilities, with the group of devices powered by a single wall outlet. The Mac Studio equipped with the M5 Ultra chip can be configured with up to 512GB of unified memory, supporting the formation of a cluster with multiple devices sharing a memory pool via RDMA. After networking four units, the distributed AI inference speed can reach up to three times that of a single machine. Apple claims that the underlying design philosophy of various chips is consistent, and on-device AI models can be deployed on high-end Mac Studios while also being compatible with entry-level iPhones and iPads.IDC analyst Linn Huang's data shows that Apple holds about 4.6% of the enterprise desktop market share, while Windows accounts for 91.3%. NVIDIA and various PC manufacturers are launching new desktops to compete directly with the new Macs, and these new Windows machines are expected to be the focus of Microsoft's Windows event in San Francisco next month.
