first_img The United States has designated the Russian A7 Network as a transnational criminal organization and plans to cut off its cryptocurrency funding channels

According to Decrypt, the U.S. Department of the Treasury's Office of Foreign Assets Control has designated the Russian shadow banking network A7 Network as a significant transnational criminal organization, listing its relevant addresses in Russia, Kyrgyzstan, Nigeria, and Zimbabwe. The Financial Crimes Enforcement Network has proposed a draft rule that aims to prohibit U.S. institutions from participating in any fund transfers involving the network's "sub-agent companies," covering convertible virtual currencies and not limited to fiat currencies, which is expected to affect approximately 348,000 institutions, including several cryptocurrency exchanges.The proposal is based on six special measures granted by Section 9714 of the Countering Russian Money Laundering Act, ultimately selecting the sixth measure, which is the fund transfer ban. The fifth measure, which restricts correspondent accounts, is considered to have loopholes: research by blockchain intelligence firm TRM Labs shows that A7A5 transactions completely bypass the correspondent banking system, which the Financial Crimes Enforcement Network views as a core aspect of its business model. A7A5 is a ruble-backed token issued by Old Vector, registered in Kyrgyzstan, operating on Tron and Ethereum, with reserves held at the Russian state-owned defense bank Promsvyazbank.The Financial Crimes Enforcement Network stated that between February 2025 and June 2026, over 180 entities handled at least $17.91 billion in A7A5, which historically circulated almost entirely through the sanctioned exchanges Garantex and Grinex, often used as a non-frozen bridge to convert into USDT and then into fiat currency.

According to CoinDesk, Tether's USDT will return to the Bitcoin network this month, issued through the Tether-supported infrastructure project Utexo.With a market capitalization of nearly $190 billion, USDT is the largest stablecoin in the world, originally launched on the Bitcoin Omni protocol in 2014, and later Ethereum and Tron became its main issuance networks. Tether CEO Paolo Ardoino stated on X last week, "It's home."Utexo was established in 2025 and completed a $7.5 million financing round earlier this year, led by Tether, and has obtained a commercial license to issue USDT on Bitcoin.Utexo uses the RGB protocol with client-side validation, keeping most transaction data off the Bitcoin public ledger, with ownership anchored on UTXO. Unlike the account models of Ethereum and Tron, transaction details are fully preserved off-chain between the two parties, with the Bitcoin ledger used solely for cryptographic proof of ownership.Utexo offers three main use cases: private USDT transfers, direct exchanges between native BTC and USDT, and lending with native Bitcoin as collateral, without the need for cross-chain wrapping like WBTC.Since RGB assets are ultimately anchored to Bitcoin UTXO, Utexo cannot freeze assets like Tether can freeze Ethereum addresses, but instead maintains a blacklist of UTXO related to sanctioned or illegal activities and distributes it to exchanges and other institutions, making these UTXO non-redeemable.

first_img Anthropic: Zhipu GLM-5.3 has end-to-end network utilization capabilities

On September 29, 2026, the Anthropic Frontier Red Team published a research article authored by Andrew Fasano, Marius Fleischer, Cole McFaul, Robert Xiao, and Tripp Gallagher. The article states that about five months ago, Anthropic released the Claude Mythos Preview through Project Glasswing in a limited manner, as it can autonomously construct end-to-end exploit capabilities; trusted defenders discovered over 10,000 vulnerabilities in critical software based on this, and similar capabilities have now spread to other models.The article mentions that the GLM-5.3 developed by ZhiPu AI (known overseas as Z.ai) is similar to the Claude Mythos Preview, possessing strong autonomous end-to-end exploit development capabilities, but it is released with open weights and lacks meaningful abuse restrictions. In simulated tests, the success rate of bypassing GLM-5.3 defenses using simple methods was about 64% to 100%, while the same methods failed to make the protected Claude model perform harmful tasks; these capabilities can also be used by defenders to strengthen systems.On September 17, 2026, the National Institute of Standards and Technology's Artificial Intelligence Standards and Innovation Center assessed that GLM-5.3 is currently the most powerful open-weight model in terms of network capabilities, lagging behind the U.S. frontier by about four months in its network benchmarks, and Anthropic stated that the capability conclusions are generally consistent.

first_img Multicoin announced an investment in the bandwidth sharing network Grass

On September 29, Shayon Sengupta, a partner at the cryptocurrency investment firm Multicoin Capital, stated that Multicoin has invested in the decentralized bandwidth network Grass through its hedge fund and venture capital fund, referring to it as the reading layer of machine intelligence. Over the past 18 months, Grass has recruited contributors to share idle bandwidth through crypto incentives for querying and parsing the public internet, connecting data to the data pipeline of frontier labs.The article cites a report from Grass itself, stating that over 6 million contributors have received rewards denominated in USD, funded by the revenue generated directly from their contributions. Grass reported revenues of $17 million in 2025, with another $17 million recorded in the first half of 2026, with nearly all AI clients making repeat purchases. first_img Satellite communication company Space Network signs a $50 million pre-purchase in the Philippines

Satellite communication infrastructure company Space Network has signed a binding pre-purchase agreement worth $50 million with Philippine infrastructure company HQ Company International Holdings to provide satellite connectivity to the Philippines through the low Earth orbit satellite network Freeport. The signing ceremony was held at SKY 31 in Seoul, attended by Space Network CEO Tae Lim Oh and HQ Company CEO Yongsoo Samuel Cho.According to the agreement, Space Network will provide access to the Freeport network, technical hardware, software, and ongoing engineering support, while HQ Company will be responsible for local sales, customer acquisition, spectrum authorization, and regional service implementation. Cho is the son-in-law of former Philippine President Fidel V. Ramos and has long been engaged in cross-border investment and infrastructure business in the Philippines. This agreement adds to the $100 million agreement signed by Space Network with Vietnam's DETI Technology in June 2026, bringing the total commercial pre-purchase amount to $150 million.Freeport is built and operated by Space Network, currently featuring 4 low Earth orbit satellites, with plans to expand to approximately 230 satellites by the time commercial services launch in 2029. Operators can purchase regional capacity and build their own services on the open network, with nodes settling through on-chain contracts. The related project Spacecoin combines blockchain protocols with low Earth orbit satellites for service pricing and payments within the network.
