On October 2, Canadian Prime Minister Mark Carney announced the establishment of the Prime Minister's National Artificial Intelligence Advisory Council in Ottawa, which will provide independent and pragmatic advice on Canada's artificial intelligence transformation. The council will bring together stakeholders from the public and private sectors to provide input on the evolution of the AI for All national strategy, covering areas such as accelerating adoption, nurturing national leading enterprises, building sovereign artificial intelligence infrastructure, enhancing AI safety, protecting democracy, and ensuring that all Canadians benefit.Council members include Ajay Agrawal, Yoshua Bengio, Sanja Fidler, John Graham, Gillian Hadfield, Jordan Jacobs, Eric Lamarre, Valérie Pisano, Senator Thomas Pitfield, Jody Thomas, Louis Vachon, Michelle Zatlyn, and of course, Patrick Pichette as a member. The council is supported by a small team from the Privy Council Office, while policy decisions and implementation remain the responsibility of the relevant ministers and departments.Carney stated that the prosperity and sovereignty of the artificial intelligence era belong to countries that can build, adopt, and govern artificial intelligence according to their own conditions, and the council will provide recommendations on how to manage risks, seize opportunities, and improve the lives of all Canadians.

Ministry of State Security: The so-called anonymity of virtual currency is a false proposition

The Ministry of State Security's WeChat public account published an article titled "Is Virtual Currency Crime Untraceable? Think Again!" stating that virtual currency has become an important tool for criminals engaging in illegal activities. The associated risks include being a "hotbed" for money laundering crimes, a "shelter" for cyber attacks, and an "accomplice" for espionage and theft. The article argues that the so-called "anonymity" of virtual currency is fundamentally a false proposition.The article states that blockchain is open and transparent, on-chain data is immutable, and complete transaction records are preserved, which can provide a basis for full-chain traceability. Address anonymity is merely a temporary separation of wallet addresses from real identities, and fiat currency exchanges leave traces such as device codes and network IPs. The article summarizes this as examining the ledger, checking the chain, and discussing the private key: the entire transaction leaves traces, making it difficult to hide real identities; if the private key is kept by the individual, it cannot be recovered if lost, while if it is entrusted to a platform, there is a risk of platform bankruptcy or disappearance.The article also mentions that in February 2026, the People's Bank of China and several departments reiterated that Bitcoin, Ethereum, Tether, and others should not and cannot be used as circulating currency, and related activities are classified as illegal financial activities, which are strictly prohibited. Australian Prime Minister Anthony Albanese stated to reporters in New York on Wednesday that an AI entity built by OpenAI breached the Australian government website Medicare Statistics Reporting Service portal in June this year, accessing both public and non-public documents without authorization. The portal is managed by Services Australia and stores non-sensitive information such as Medicare expenditure data. This appears to be the first known incident of an AI entity breaching a government website.Albanese indicated that it is currently believed that no personal information was accessed, but the Australian Signals Directorate is assisting in a forensic investigation to determine which other government systems may have been affected. According to The Information, citing informed sources, China's National Internet Information Office has launched an investigation into AI companies DeepSeek and Moonshot AI, triggered by Anthropic's allegations that the two companies secretly routed sensitive user data to their servers. Reports indicate that regulators visited the offices of both companies, interviewing executives and employees, focusing on whether sensitive data related to law enforcement, military, and state-owned enterprises has flowed into U.S. servers.The trigger for this investigation was Anthropic's fourth threat intelligence report released on September 10. This 154-page document accuses seven Chinese labs—Alibaba, Moonshot AI, DeepSeek, Z.ai, MiniMax, SenseTime, and Xiaomi—of engaging in what it calls "illegal distillation," which involves using the outputs of large models to train smaller models. Anthropic states that distillation itself is a legitimate practice, but it opposes its implementation through fraudulent accounts. The National Internet Information Office initially summoned all seven companies named in the report, but later narrowed the investigation to DeepSeek and Moonshot AI. Anthropic claims that Moonshot AI routed over 23 million interactions to Claude through 5,380 fraudulent accounts, while DeepSeek generated over 12.1 million interactions within a 14-day window in July.The timing of the investigation is quite delicate for both companies.
