The U.S. House of Representatives plans to set a 20-year holding period for strategic Bitcoin reserves

According to the official website of the U.S. Congress, the full text of the U.S. House of Representatives' "American Reserve Modernization Act" (H.R.8957, ARMA) has been made public. This bill was introduced on May 21 by Alaska Congressman Nicholas Begich and has now been referred to the House Financial Services Committee for review.The main content of the bill includes: incorporating Bitcoin obtained by the government through criminal or civil forfeiture into a strategic Bitcoin reserve managed by the Treasury Department, establishing a minimum holding period of 20 years during which it cannot be sold or disposed of; establishing a quarterly reserve verification mechanism and introducing independent third-party audits; allowing states to voluntarily hold their Bitcoin in independent accounts at the Federal Reserve.In terms of forward-looking provisions, the bill requires the Treasury Department and the Department of Commerce to jointly study feasible paths for increasing Bitcoin holdings in a budget-neutral manner within 180 days, including converting non-Bitcoin digital assets, forfeiture proceeds, voluntary donations, tax or tariff revenues, and utilizing mechanisms related to the Federal Reserve or gold certificates.Analysts point out that compared to the previous "BITCOIN Act," which called for the purchase of 1 million Bitcoins, ARMA is more moderate and politically feasible, but still leaves room for future federal increases in Bitcoin holdings.

Plume's General Counsel attended a hearing in the U.S. House of Representatives, calling for the inclusion of tokenized securities within the existing regulatory framework

According to the official blog, Plume Network's General Counsel Salman Banaei stated at a hearing held by the U.S. House Financial Services Committee that tokenized securities should not be viewed as a completely new asset class, nor should new rules or exemptions be created for them.He argued that regulation should be driven by the economic nature and risks of financial products, rather than the technology used, and thus should incorporate new technological realities into the existing regulatory framework through targeted amendments to current regulations.Salman pointed out that utilizing public blockchains and on-chain compliance tools (such as Plume's built-in protocol-level anti-money laundering screening) can significantly enhance market transparency, reduce costs, and decrease reliance on intermediaries while maintaining or even exceeding existing regulatory standards.Finally, Salman issued a warning: the competition for global tokenized infrastructure is accelerating, with regions like Hong Kong, Singapore, and the UAE actively positioning themselves. If the U.S. falls behind in regulation due to policy uncertainty, it risks losing its leadership position in the digital transformation of global capital markets, allowing this strategic opportunity to shift to foreign competitors with different geopolitical objectives.

Analysis: With the rise of smart agent payments, Circle and Coinbase have become the "best representative targets" benefiting from the growth of stablecoins

According to The Block, analysts from the research and brokerage firm Bernstein pointed out that Circle and Coinbase are the main tools for gaining exposure to the growth of stablecoins, due to the partnership between the two companies around USDC and the emerging role of stablecoins in smart agent payments, which could become an important driver of their future growth.In a report released on Monday, analysts led by Gautam Chhugani wrote, "We believe that smart agent payments provide an upside optionality for stablecoins. This is not a factor that currently has a substantial impact on the demand for stablecoins, but in the future smart agent economy, stablecoins may play a certain role." The analysts noted that so-called machine payments refer to transactions initiated, authorized, and completed by software or autonomous devices, rather than by human operation. These payments differ from automatic bill payments or subscription models; they are essentially programmatic, enabling real-time decision-making, price negotiation, and instant settlement without human intervention.Bernstein believes that stablecoins have a natural advantage in this environment because of their programmability, instant settlement capabilities, support for micropayments, and global reach. Payment logic such as escrow, conditional payments, or revenue distribution can be directly embedded in stablecoins, allowing smart agents to complete transactions without connecting to banks or waiting for confirmations.The report also pointed out that transactions can be settled in seconds, allowing AI agents to pay for computing power or data in real-time; high-throughput blockchains and state channels make large-scale micropayments economically viable; at the same time, stablecoins have cross-border attributes, eliminating the need to rely on SWIFT, correspondent banking systems, or foreign exchange conversions, thereby further reducing transaction costs.
