first_img Senator Daines introduced the ADAPT Act, which exempts stablecoin payments from capital gains tax and introduces wash sale rules

U.S. Senator Steve Daines (Republican from Montana, member of the Senate Finance Committee) has officially introduced a 56-page digital asset tax bill, named the "Aligning Digital Assets with Tax Principles Act" (ADAPT Act). The bill aims to establish clearer tax rules for scenarios such as stablecoin payments, network fees, staking, and lending, and plans to extend existing tax rules like wash sales and constructive sales to apply to digital assets.The core provisions of the bill state that taxpayers generally do not need to recognize gains or losses when using compliant U.S. dollar stablecoins to purchase goods and services, while exempting brokers from information reporting obligations for qualifying consumer transactions; however, this exemption does not apply to traders and market makers. The bill also extends wash sale rules and constructive sale rules to digital assets, with compliant stablecoins excluded from the constructive sale provisions to limit loss harvesting behavior in crypto assets.Additionally, the bill proposes to exempt digital assets used to pay for network, transaction, or gas fees of $10 or less from gain or loss recognition and allows qualifying digital asset traders and dealers to choose to account for them at fair market value. The bill also stipulates rules for income sources from staking and mining, a non-recognition framework for digital asset lending, a safe harbor for foreign investors' transactions, and definitions for digital asset classifications; most provisions will apply to tax years or transactions after December 31, 2026. Previously, the U.S. House Ways and Means Committee passed its own "Digital Asset Tax Certainty Act" on September 16 by a vote of 38 to 5.

GoPlus: Robinhood Chain exposes the Meme coin RUG factory again, with a flow exceeding 9 million USD

The GoPlus security team disclosed that a high-risk fraudulent Meme factory was recently discovered on the Robinhood Chain, with a transaction volume exceeding 9 million dollars in the past 30 days, involving hundreds of fraudulent Memes. The asset aggregation address is 0x8c3Bad30cc7563A2D0357F49509FFd063666bb00. As of September 28, 2026, the address balance is approximately 56.0635 ETH, equivalent to about 148,000 dollars; the address has a total of about 1,385 transactions, with the latest 400 transactions generating approximately 1,728.02 ETH in income and transferring out approximately 1,861.12 ETH; the two-way transaction volume is about 3,589.14 ETH, equivalent to about 9.49 million dollars.Direct evidence of "authorizing or selling tokens ---> liquidating ETH ---> transferring to the same aggregation address" was found in the high-risk associated Memes. The amount is the gross amount transferred into the aggregation system from the same project batch and does not represent net profit. The fraudulent Meme factory model mainly includes "new accounts shipping out ---> layered aggregation ---> fund recycling: 1. Creating Tokens based on industry hotspots; 2. Allocating Tokens to a large number of new EOAs with only 4 to 11 transactions; 3. Selling in segments through PonsV2Helper / UniversalRouter; 4. Emptying ETH to local aggregators or the main aggregation address (0x8c3bad); 5. Providing funds for the next round of projects, new wallets, and trading operations. The key to this fraud model is: 1. Using a large number of new wallets to hide the actual concentration of chips; 2. Segmentally selling by these wallets to create the illusion of multiple independent traders; 3. After the shipment is completed, funds flow into the same aggregation system; 4. Reinvesting the profits from old projects into the next round.On-chain researcher Wazz recently disclosed that a suspected continuous Rug gang initiated at least 53 Robinhood Chain Memes within about two months and extracted approximately 18.43 million dollars from them. Their main tactic is to control most of the token supply using 70 to 200 wallets, then reinvest the profits from the previous round into the next round. This case is similar to the fraudulent model in this case, but there is currently no evidence to indicate that it is the same gang.

Caixin: Poker expert Hu Zheweng has suffered three consecutive losses in the cryptocurrency market and has filed a lawsuit against Jump Trading and Chinese professor Zhang Yongfeng

According to Caixin, poker master and seasoned cryptocurrency investor Hu Zheweng made significant bets during the three waves of cryptocurrency frenzy involving ICOs, algorithmic stablecoins, and AI tokens, but faced consecutive failures. Hu Zheweng claimed to have invested in the blockchain project Stratis, achieving a return of "over 1000 times."According to disclosed information, Hu Zheweng invested approximately 80 million USD in algorithmic stablecoin TerraUSD (UST) and its sister token LUNA from May 2021 to May 2022, with the peak market value of his holdings exceeding 800 million USD, but the price of LUNA subsequently nearly dropped to zero.In addition, Hu Zheweng has filed a lawsuit in Chicago, USA against the globally renowned quantitative trading firm Jump Trading and its related companies and executives in the cryptocurrency business, seeking at least 500 million USD in damages. After experiencing Stox and Terra, Hu Zheweng has not left the cryptocurrency market; last January, he bet on a new project by a Chinese computer professor Zhang Yongfeng. Zhang Yongfeng entered the Computer Science Department of Tsinghua University in 2007 and is currently a tenured associate professor in the Computer Science Department at Rutgers University in the USA. He has been sued by Hu Zheweng on multiple charges including "securities fraud." It is reported that the tokens issued by the organization founded by Zhang Yongfeng, in which Hu Zheweng invested millions of dollars, have fallen over 99.6% from their peak in 2025.
