The voting rate for the Samsung union wage agreement has greatly increased, just one step away from final approval

The approval voting rate for the preliminary agreement on wages and collective bargaining for 2026 by the largest union of Samsung Group has sharply increased. As a result, expectations for the approval of the agreement are rising. However, due to the significant bonus gap between the semiconductor sector and the equipment experience sector, as well as between the memory and non-memory sectors, discussions about fairness are expected to continue.According to the union, as of 8:29 AM local time on the 25th (7:29 AM Beijing time), out of 57,291 eligible voters, 49,363 have voted on the approval of the preliminary agreement on wages and collective bargaining, resulting in a voting rate of 86.16%. This vote is the final step in determining whether to accept the preliminary agreement reached by both labor and management regarding wages and collective bargaining. The core of the agreement is to allocate 10.5% of the operating performance of the DS department as a special management performance bonus fund, to be paid in the form of treasury stock.Industry insiders believe that members of the DS department, who account for about 80% of all union members, are likely to push the agreement through. As long as a majority of eligible voters participate and a majority of those who vote are in favor, the vote will be finalized. Voting will end at 10 AM on the 27th.

According to The Block, the European Union has officially launched a public assessment and consultation on the Markets in Crypto-Assets Regulation (MiCA), evaluating the framework's applicability in the context of the rapid evolution of digital assets, and is open for industry and public feedback until August 31.This assessment covers the core regulatory framework of MiCA, including key regulatory areas such as crypto asset issuance, asset-referenced tokens (ART), electronic money tokens (EMT), and crypto asset service providers (CASP). The EU's consultation is divided into two paths: an open call for public opinions and a technical consultation aimed at financial institutions, regulators, and industry organizations.The European Commission stated that this move is driven by the ongoing evolution of the global digital asset market and the competitive pressure brought about by the rapid advancement of crypto regulation in the U.S. and Asia. Meanwhile, the transitional period for MiCA will end in July 2026, at which point crypto companies will need to obtain full compliance authorization.Recently, Zerohash has become the first company to simultaneously obtain both the MiCA CASP license and the Dutch electronic money institution license, and Poland has just passed its local MiCA implementation bill. The head of Coinbase's European policy stated that MiCA has established early global standards but should undergo "targeted optimization" to balance regulatory safety and international competitiveness.The European Commission also supports centralizing the regulatory authority over large cross-border crypto institutions to ESMA to strengthen the unified regulatory framework.

Minnesota, USA, signs a bill allowing banks and credit unions to offer cryptocurrency custody services

Minnesota Governor Tim Walz has officially signed HF 3709, a bill that allows banks and credit unions in the state to offer cryptocurrency custody services. The bill will take effect on August 1, 2026. According to the bill's requirements, financial institutions must develop written policies covering risk management, internal controls, and security measures, and submit written notice to the state commissioner of commerce at least 60 days before providing custody services. The bill specifically emphasizes that customer assets must be strictly segregated from the institution's own assets.One of the main authors of the bill, Representative Bernie Perryman, stated that this move aims to allow local financial institutions to "grow alongside their customers," preventing residents from being forced to rely on unregulated out-of-state or offshore providers. The Minnesota Credit Union Network stated that this legislation provides residents with a "safer way to manage crypto assets" and strengthens protections against risks such as fraud and hacking through regulation. With this, Minnesota becomes another state, following New York, Wyoming, and Virginia, that allows banks to offer crypto custody services.Meanwhile, earlier this month, the state also enacted another bill (SF 3868) that bans cryptocurrency ATMs. Starting August 1, the state cannot install new cryptocurrency ATMs, and existing machines must be removed by December 31. Opinion: The Bitcoin community is reaching a preliminary consensus on quantum threats and promoting a roadmap for quantum-resistant upgrades

According to FinanceFeeds, Alex Thorn, the research director of Galaxy Digital, stated that as advancements in quantum computing hardware accelerate, the Bitcoin community is shifting from decentralized debates to forming a preliminary consensus on quantum threats. The core direction is to gradually introduce post-quantum cryptography (PQC) through soft forks, achieving an upgrade of the address system and long-term security assurance.The report points out that the current Bitcoin signature mechanism, which uses the Elliptic Curve Digital Signature Algorithm, can theoretically be cracked by Shor's algorithm. Approximately 2 million BTC from early p2pkh addresses are at risk because their public keys have been exposed, facing the potential risk of "collecting first and decrypting later." The community tends to promote a "migration window" mechanism to guide users in transferring their assets to new quantum-resistant addresses, and after a multi-year grace period, to implement freezing or destruction of untransferred assets to prevent large-scale market impacts in extreme situations. Additionally, the consensus includes enhancing "cryptographic agility," which allows protocols to switch signature algorithms without interrupting the network.The current proposal leans towards a dual-signature mechanism that uses ECDSA and PQC (such as Dilithium) in parallel, ensuring security redundancy while facilitating a smooth transition. Analysts believe that this approach transforms the quantum threat from a "black swan event" into a manageable technological upgrade, helping to solidify Bitcoin's security foundation as a long-term store of value asset.
