Vitalik Buterin posted on the X platform to interpret the Ethereum Foundation's new mission statement, "EF Mandate." He expressed that he will double down on Ethereum and is full of expectations for its future development.Vitalik Buterin pointed out that Ethereum has a unique role in the global digital ecosystem, with its mission being to become a "sanctuary technology" to maintain technological self-sovereignty and promote collaboration in a non-coercive, non-dominant environment. The core goal of Ethereum is to ensure that no individual, organization, or ideology can achieve absolute control in cyberspace and to provide users with an "exit mechanism." The Ethereum Foundation, as the "guardian" of the network, will continue to focus on advancing the CROPS principles, which include censorship resistance and anti-capture, open source, privacy, and security. It will prioritize decentralization, verifiability, network activity, and security at the protocol level while promoting capability upgrades such as account abstraction to reduce reliance on intermediaries.At the application layer, the Ethereum Foundation will strive to create a "zero option" user experience that balances security, privacy, and user autonomy, complementing broader ecosystem projects to jointly promote the development of the Ethereum ecosystem.

The U.S. SEC and CFTC sign a memorandum of cooperation to jointly promote cryptocurrency regulation and the development of new products

The two major financial regulatory agencies in the United States, the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), announced the signing of a Memorandum of Understanding (MOU), committing to enhance collaboration in the regulation of crypto assets and the launch of new digital asset products to support legitimate innovation and protect investors.According to the statements from both parties, the MOU aims to "guide coordination and cooperation between the two agencies," focusing on supporting legitimate innovation, maintaining market integrity, and ensuring investor and customer protection. The two agencies also plan to jointly promote the development of a federal-level policy framework to establish a "fit-for-purpose regulatory framework" for emerging technologies such as crypto assets. SEC Chairman Paul Atkins stated that the long-standing disputes over regulatory authority, redundant registration requirements, and differing regulatory rules between the SEC and CFTC have somewhat stifled innovation and prompted some market participants to turn to other jurisdictions.Under the MOU, the two agencies will also coordinate to address regulatory barriers that hinder the legitimate launch of new financial products, including those related to crypto assets. While MOUs typically do not have legal binding force, the market generally views the formal commitment of the SEC and CFTC to enhance policy coordination as a positive signal for the digital asset industry. CFTC Chairman Michael Selig stated that the reason the U.S. financial markets lead globally is their ability to continuously adapt to investor needs, and the regulatory system must evolve in tandem to achieve more unified and comprehensive market oversight.

The European Central Bank releases the Appia roadmap to promote a central bank currency-based tokenized financial market

According to Cointelegraph, the European Central Bank released the Appia roadmap on Wednesday, outlining a long-term development plan for a tokenized wholesale financial market based on central bank money. The roadmap revolves around two related initiatives: Pontes, a distributed ledger technology settlement solution for the euro system, and Appia, which serves as the overall strategic framework for building the future tokenized financial ecosystem. The Pontes initiative is set to launch in the third quarter of 2026.Piero Cipollone, a member of the European Central Bank's Executive Board, stated that Appia aims to build a bridge from the current financial system to the future tokenized market, grounded in central bank money. The Pontes initiative aims to achieve the integration of market distributed ledger infrastructure with the TARGET services of the euro system by the end of the third quarter of 2026.TARGET services are the payment and settlement systems operating in the euro system, covering the large-value payment system TARGET2, the securities settlement system T2S, and the instant payment system TIPS. The European Central Bank is simultaneously opening a public consultation, inviting feedback from public and private sector participants on the roadmap or proposals for participation in its implementation, with the feedback deadline set for April 22.
