Paradigm submitted a comment letter to the U.S. Department of the Treasury regarding the state-level regulatory path of the GENIUS Act

According to the official blog, Paradigm has submitted a comment letter to the U.S. Department of the Treasury regarding the rulemaking for state-level regulatory pathways under the GENIUS Act. Paradigm supports the core framework of the proposal but points out that without addressing four issues, the state-level pathway will not effectively serve issuers.First, the proposal anchors the federal framework to the yet-to-be-finalized OCC regulations, requiring states and issuers to plan based on an undecided benchmark, which directly hinders market access. The Treasury should not finalize this rule before the OCC's implementation rules are finalized.Second, the proposal requires unanimous agreement from the heads of the Treasury, the Federal Reserve, and the FDIC to certify the state-level system, but does not set a decision timeline, veto explanation standards, or mechanisms to prevent a single member from indefinitely blocking certification. Paradigm suggests establishing a 180-day decision deadline, creating a corrective process for supplementary submissions, and requiring specific veto explanations.Third, the proposal mandates that the state-level system maintain a reserve fund for 12 months of operating expenses, which may crowd out early issuers. It is suggested that states be allowed to adjust reserve fund requirements based on the size and risk profile of the issuer. Fourth, the proposal fails to adequately preempt hostile actions from individual states, and this loophole must be addressed.

The Japanese Liberal Democratic Party's parliamentary alliance submitted a Web3 policy proposal, calling for the inclusion of blockchain in the national strategy

The Liberal Democratic Party's Blockchain Promotion Parliamentary Alliance in Japan submitted a policy proposal to Finance Minister Katsuyuki Kitayama, calling for the clear inclusion of blockchain and Web3 in the national strategy. The proposal covers multiple areas including tax reform, cryptocurrency ETFs, leveraged trading regulation, responses to unregistered operators, cryptocurrency strategy, and trade logistics. Among them, the proposal suggests further research on the choice mechanism for "declaration separation taxation" and "withholding separation taxation" for crypto assets, and explores the tax treatment methods for exchanges and inheritance of crypto assets. In terms of derivatives regulation, the proposal believes that the current 2x leverage limit for individual cryptocurrency trading is too low and suggests gradually increasing the leverage level in conjunction with margin management systems. At the same time, the proposal also calls for a clear positioning of the cryptocurrency ETF system and strengthening law enforcement cooperation with overseas regulatory agencies. Katsuyuki Kitayama stated that he will actively promote the construction of related systems, including facilitating the implementation of cryptocurrency ETFs and researching a new tax system to be implemented in January 2028.

XRPL submits a proposal to upgrade the AMM mechanism

XRP Ledger developers submitted a draft amendment called "AMM Swappable Curves," which plans to introduce three types of swappable curves for the XRPL native automated market maker: constant product, concentrated liquidity, and StableSwap, with a programmable Smart AMM to be added later. This upgrade aims to allow liquidity providers to choose more suitable pricing curves based on asset types, thereby improving capital efficiency.Concentrated liquidity is suitable for trading pairs where most transactions are concentrated within a specific price range, while StableSwap is more appropriate for assets that are close to a 1:1 exchange, such as stablecoins or pegged assets. Existing AMM pools will continue to use the current constant product model and will not require migration. This proposal is seen as an important step in addressing the shortcomings of the DeFi infrastructure on XRPL.Currently, there are over $3 billion in tokenized real-world assets on the XRPL chain, including a recent pilot for tokenized U.S. Treasury redemptions completed by Ripple and JPMorgan. However, to enable these assets to trade, lend, or generate yield more efficiently, a more mature DeFi liquidity infrastructure is still needed. Nevertheless, this proposal is still in the draft stage and will need to go through the XRPL amendment voting process, which may take several months, and there is still uncertainty about whether it will ultimately pass.
