first_img Senator Daines introduced the ADAPT Act, which exempts stablecoin payments from capital gains tax and introduces wash sale rules

U.S. Senator Steve Daines (Republican from Montana, member of the Senate Finance Committee) has officially introduced a 56-page digital asset tax bill, named the "Aligning Digital Assets with Tax Principles Act" (ADAPT Act). The bill aims to establish clearer tax rules for scenarios such as stablecoin payments, network fees, staking, and lending, and plans to extend existing tax rules like wash sales and constructive sales to apply to digital assets. The core provisions of the bill state that taxpayers generally do not need to recognize gains or losses when using compliant U.S. dollar stablecoins to purchase goods and services, while exempting brokers from information reporting obligations for qualifying consumer transactions; however, this exemption does not apply to traders and market makers. The bill also extends wash sale rules and constructive sale rules to digital assets, with compliant stablecoins excluded from the constructive sale provisions to limit loss harvesting behavior in crypto assets.Additionally, the bill proposes to exempt digital assets used to pay for network, transaction, or gas fees of $10 or less from gain or loss recognition and allows qualifying digital asset traders and dealers to choose to account for them at fair market value. The bill also stipulates rules for income sources from staking and mining, a non-recognition framework for digital asset lending, a safe harbor for foreign investors' transactions, and definitions for digital asset classifications; most provisions will apply to tax years or transactions after December 31, 2026. Previously, the U.S. House Ways and Means Committee passed its own "Digital Asset Tax Certainty Act" on September 16 by a vote of 38 to 5.

first_img DogeOS launched a public testnet, introducing EVM smart contracts for Dogecoin

DogeOS, the application layer of Dogecoin, launched its public testnet on Wednesday, introducing EVM-compatible smart contracts to the Dogecoin network as a zero-knowledge rollup, with DOGE as the native token for transaction fees. The project aims to support applications such as trading, lending, stablecoins, prediction markets, and gaming, while settling state back to the Dogecoin network.DogeOS currently uses a trusted execution environment, validators, and a permissioned sequencer to ensure network security. Future proposed upgrades to Dogecoin Core will allow Dogecoin miners to directly verify their execution proofs. DogeOS CEO Jordan Jefferson stated that Dogecoin does not currently verify ZK proofs on its own, and bridging state transitions requires valid proofs as well as signatures from a majority of validators and TEE signers. He mentioned that the team is currently focused on the public testnet, allowing developers time to build and test applications, with the mainnet timeline to be announced upon reaching the next development milestone.DogeOS comes from the MyDoge wallet team, which announced a $6.9 million funding round led by Polychain Capital in May 2025. Two months later, the DogeOS team submitted a proposal for a Dogecoin Core upgrade to add native ZK proof verification for Dogecoin, but this upgrade has not yet been implemented. Timothy Stebbing, a director of the Dogecoin Foundation, expressed hope that DogeOS will serve as a springboard for a new wave of practical engineering.

first_img Samsung Electronics accelerates the construction of the first mass production line in Pyeongtaek P5, with the equipment introduction target moved up to the second quarter of next year

According to a report by ZDNet Korea on September 28, Samsung Electronics is accelerating the construction of the first mass production line (Ph1) at the Pyeongtaek Fifth Campus (P5) and is discussing with major equipment manufacturers to move the target for Ph1 equipment installation from the originally planned third quarter of next year to the second quarter of next year. P5 is the next-generation semiconductor production base aimed to be operational by 2028, and the construction of the Ph1 cleanroom began in the third quarter of this year.Samsung Electronics had previously advanced the completion of the P5 Ph1 cleanroom, originally scheduled for early next year, by about six months, so the equipment installation is expected around the third quarter of next year. Industry insiders say that the start time for equipment installation is planned to be moved up from July to August next year to around May to June next year; others have indicated that Samsung has even proposed to deliver equipment in the first quarter of next year for temporary storage at other locations, showing a strong willingness to invest early.Discussions on the investment for the second phase of P5 (Ph2) are also progressing. Currently, Ph1 is more likely to be built as a DRAM and HBM production line, while Ph2 is more likely to be built as an advanced NAND production line, including the tenth generation (V10). Equipment industry insiders say that formal purchase orders have not yet been placed, but Samsung has discussed building Ph2 as a NAND production line with partners, and due to the long equipment delivery cycle, they are requesting to prepare relevant components in advance. Reports indicate that large global tech companies are increasing orders for high-performance DRAM and NAND for AI infrastructure, while storage companies like Samsung have limited production capacity. Samsung stated during the second quarter earnings call in July that unmet demand this year will extend into next year, and the supply shortage next year will be more severe than this year, with shortages expected to continue until 2028.

The Rollup founder Andy: The U.S. SEC may introduce a tokenized securities innovation exemption

The Rollup founder Andy posted that market rumors suggest the U.S. Securities and Exchange Commission (SEC) is preparing to launch the largest tokenization innovation exemption policy to date, which may allow tokenized securities to be traded solely through registered transfer agents, without the need for broker-dealer licenses, and without adhering to traditional trading platform or ATS-related rules. It is also reported that this could cover U.S. retail investors and overseas investors.Andy stated that if the above news is true, its potential impact would be significant. Tokenized funds could be issued and traded directly in the form of on-chain tokens, with transfer agents maintaining legal ownership records on-chain, while the underlying assets held by the fund, such as stocks and bonds, could also be further tokenized, thus forming an on-chain trading system of "fund tokens + underlying asset tokens."Andy later mentioned that a large fund has already received the SEC's "green light," but this has not yet been officially confirmed. He speculated that ARK, Fidelity, or BlackRock could be potential participants. If the policy is ultimately implemented, U.S. asset management firms may accelerate the issuance of native equity tokens to compete for around-the-clock liquidity and on-chain distribution channels, rather than waiting for third parties to mirror tokenize traditional securities. He further linked this potential policy change to the recent push by the Trump administration for regulatory openness in the crypto market, as well as the CFTC's efforts to bring perpetual contracts to the U.S. market, believing that the U.S. regulatory environment may be gradually opening the policy floodgates for on-chain finance.
