first_img Aave Labs proposed to establish the Cayman Aave Foundation, with Phase 1 covering only entity registration

The developer of the decentralized lending protocol Aave, Aave Labs, has published an ARFC on the governance forum, proposing the establishment of the Aave Foundation. This entity will be a memberless foundation company in the Cayman Islands, which will hold the Aave trademark and related intellectual property for the Aave Protocol.The proposal only covers Phase 1, which includes entity registration and the appointment of initial independent directors and supervisors. The transfer of trademarks, domain names, and intellectual property of the codebase, as well as the scope of operations, will be addressed in subsequent phases and must be submitted for governance separately. Phase 1 only applies for registration, legal work, and reasonable expenses for the appointment of directors, supervisors, and secretaries, with no recurring budget; future funding must be proposed separately.The foundation is established under the Foundation Companies Act, with its charter goals limited to holding, protecting, and licensing intellectual property for the Aave Protocol. Aave Labs, DAO service providers, and their affiliates have no right to appoint directors or supervisors and cannot hold such positions. After the initial appointments, the removal and appointment of directors can only be done through an AIP. If this ARFC reaches community consensus, it will enter Snapshot, and then the related expenses will be authorized through an AIP, followed by registration in the Cayman Islands and completion of the appointments.

first_img Canadian Prime Minister Carney established the National Artificial Intelligence Committee

On October 2, Canadian Prime Minister Mark Carney announced the establishment of the Prime Minister's National Artificial Intelligence Advisory Council in Ottawa, which will provide independent and pragmatic advice on Canada's artificial intelligence transformation. The council will bring together stakeholders from the public and private sectors to provide input on the evolution of the AI for All national strategy, covering areas such as accelerating adoption, nurturing national leading enterprises, building sovereign artificial intelligence infrastructure, enhancing AI safety, protecting democracy, and ensuring that all Canadians benefit.Council members include Ajay Agrawal, Yoshua Bengio, Sanja Fidler, John Graham, Gillian Hadfield, Jordan Jacobs, Eric Lamarre, Valérie Pisano, Senator Thomas Pitfield, Jody Thomas, Louis Vachon, Michelle Zatlyn, and of course, Patrick Pichette as a member. The council is supported by a small team from the Privy Council Office, while policy decisions and implementation remain the responsibility of the relevant ministers and departments.Carney stated that the prosperity and sovereignty of the artificial intelligence era belong to countries that can build, adopt, and govern artificial intelligence according to their own conditions, and the council will provide recommendations on how to manage risks, seize opportunities, and improve the lives of all Canadians.

first_img U.S. SEC Chairman: Plans to Establish a Framework for Cryptocurrency Asset Custody

The Chairman of the U.S. Securities and Exchange Commission (SEC), Paul Atkins, issued a statement saying that the Commission proposed a plan this week to fill the regulatory gap regarding the custody of cryptocurrency assets by investment advisors and funds, providing a clear custody framework and compliance path for an asset class with increasing client demand.Atkins stated that the existing custody rules under the Investment Advisers Act of 1940 and the Investment Company Act of 1940 were established before the advent of the internet, primarily targeting traditional assets and requiring the use of approved custodians. The custody capabilities for new cryptocurrency assets often lag behind the launch of the assets by several months. This proposal aims to address this issue while updating the custody rules for advisors and regulated funds that have not been revised for decades to align with current industry practices and feedback.The statement noted that this proposal is part of the SEC's regulatory framework for cryptocurrency assets. Related efforts include stopping the replacement of regulation with enforcement, issuing a no-action letter regarding the pilot program for the tokenization of securities by custodial trust companies by December 2025, publishing a classification description for tokenized securities in January 2026, and subsequent initiatives regarding the securities attributes of cryptocurrency assets, broker registration, Regulation Crypto Assets, and innovative exemptions for trading tokenized NMS stocks. Atkins indicated that more regulatory proposals will be forthcoming.

According to Bloomberg, Absa Bank in Johannesburg, South Africa, has become the first bank in Africa to offer Bitcoin custody services, primarily targeting institutional clients, and will also provide custody services for other digital assets. Rob Downes, the head of digital assets at Absa's Corporate and Investment Banking division, stated that Bitcoin is the largest asset under custody at the bank, with plans to include more asset classes in the future. Absa did not immediately respond to Bitcoin Magazine's request for comment.Many banks around the world are gradually integrating or launching Bitcoin-related products and services. Some banks in the United States and Europe have begun offering crypto asset custody for institutional clients. In 2022, BNY Mellon became the first large bank in the United States to offer digital asset custody services; this month, Deutsche Bank announced plans to launch Bitcoin custody services for European businesses and institutional clients later in 2026.Africa has a large base of crypto-native users. A report by Chainalysis in 2025 shows that South Africa's on-chain value reached $36 billion, ranking second in Sub-Saharan Africa, only behind Nigeria's $92.1 billion; South Africa ranks 30th in the global crypto adoption index. Unlike Nigeria, the South African market is characterized by more institutional features, with a relatively clear regulatory framework that has issued hundreds of licenses to virtual asset service providers, attracting professional investors and traditional financial institutions.

S&P Global Ratings confirmed on October 1 that the issuer credit rating of the stablecoin protocol Sky Protocol is B-, with a stable outlook. S&P stated that Sky is advancing the Prime Agent ecosystem (formerly Stars or subDAO), which includes strategies such as over-the-counter lending with a scale of approximately $1 billion, accounting for about 10% of the total assets supporting USDS and DAI; these semi-independent entities use the Sky balance sheet for specialized investments within the risk parameters set by governance, while increasing management and monitoring complexity.The total supply of USDS and DAI increased from $7.7 billion in August 2025 to $9.5 billion. As of September 17, 2026, reserves are approximately $92 million, with a target of $150 million. Robust assets USDC and tokenized money market funds backed by government bonds total approximately $4.92 billion, accounting for about 50% of circulating USDS and DAI, up from 36% in August 2025. On-chain crypto lending has decreased to about 25% of the balance sheet, while over-the-counter crypto lending has increased to approximately $1 billion. Newly included assets include RLUSD, PYUSD, and USDG totaling approximately $392 million, as well as a tokenized fund investing in AAA-rated CLO shares of about $500 million.As of September 2026, the four major Prime Agents account for approximately 65% of the combined assets, with Spark accounting for 36%, Grove for 24%, Obex for 4%, and Osero for 1%.

QCP Capital: The current surge in Bitcoin is mainly driven by spot funds, but the current market structure still has vulnerabilities

QCP Capital released the latest market analysis stating that BTC has broken through the previous trading range of $82,500 to $85,700 that lasted for a week, reaching a high of $86,913 during the day, the highest since September 23. It is currently trading around $85,900, up 14.6% from the low of $74,968 on September 15. QCP pointed out that during this round of increase, the annualized funding rate for perpetual contracts was only 5.4%, indicating that the market was mainly driven by spot funds rather than leveraged trading. QCP believes that this round of BTC's rise diverges from traditional macro market signals. In September, the yield on the 30-year U.S. Treasury bond rose to 5.62%, and the 10-year yield reached 5.29% at one point, while gold recorded its worst month of the year. Although rising real interest rates typically put pressure on gold and risk assets, BTC still rose.QCP believes that this market trend is more consistent with concentrated capital trading driven by institutional fund inflows, regulatory catalysts, and technical improvements, rather than purely a currency depreciation trading logic. Regarding institutional funds and regulatory factors, the U.S. Bitcoin spot ETF recorded net inflows of approximately $3.5 billion and $2.6 billion in August and September, respectively. QCP noted that the innovative exemption policy released by the U.S. SEC on September 17 provided a new regulatory catalyst for the market, but since the CLARITY Act failed to pass in the Senate earlier, market structure legislation may be delayed until 2027. Therefore, current regulatory support comes more from the administrative level, and long-term policy certainty remains limited.In the options market, yesterday's options trading nominal amount was approximately $2.5 billion, involving 54 transactions with a nominal amount exceeding $5 million each. Among them, one client sold in batches call options expiring on October 30 with a strike price of $90,000, totaling over 4,000 contracts with a nominal amount of $346 million; at the same time, they actively bought call options with the same strike price expiring on November 27. QCP believes that this operation reflects that some traders are rolling their positions from October to November to position for the U.S. midterm elections, quarterly Treasury refinancing, and market volatility around the December Federal Reserve meeting.On the macroeconomic front, the Federal Reserve will hold a monetary policy meeting from October 27 to 28. QCP stated that after Federal Reserve official Williams said there was no need to rush to adjust policies further, and with the August core PCE coming in below expectations, market expectations for maintaining interest rates in October have warmed. However, the market still expects an approximately 80% probability of a 25 basis point rate hike in December. The U.S. non-farm payroll report for September, to be released tonight, will be an important short-term test, with the market expecting an increase in non-farm payrolls of 84,000 to 93,000, an unemployment rate holding at 4.1%, and an average hourly wage year-on-year growth rate expected to be 3%.On the technical front, the support level of $82,500 has been tested three times in the past week, while $87,400 is the location of the September high and is a key resistance for BTC to further challenge $90,000. The implied volatility term structure in the options market is in a contango state, with a 7-day implied volatility of 30.3 and a 90-day implied volatility of 37.1; the 30-day risk reversal indicator is approximately -2.5 volatility points, indicating an increase in demand for short-term put protection. QCP believes that although BTC shows resilience in a macro environment of rising real interest rates, the market is still mainly driven by capital flows and position changes, and it cannot yet be considered that macro risks have been eliminated. U.S. employment data, Treasury supply, and the intensive policy events in the coming weeks may still trigger market volatility.
