On September 29, the Policy and International Cooperation Department of the China Internet Network Information Center released the "Generative Artificial Intelligence Application Development Report (2026)" at the "2026 (Seventh) China Internet Basic Resource Conference." The report shows that by the first half of 2026, the user scale of generative artificial intelligence in China will exceed 700 million, with a penetration rate of over 50.0%. Intelligent Q&A is the main scenario, with 76.0% of users using it to answer questions, while the proportions of users handling images or videos, text, work summaries, meeting minutes, and PPTs are 47.8%, 37.6%, and 32.5%, respectively.The usage of applications such as AI comprehensive assistants and AI efficiency office tools has increased by over 100% year-on-year. 38.7% of internet users have purchased smart hardware online in the past six months, with the purchase ratios of smart wearable devices, smartphones, and tablets being 20.2% and 18.2%, respectively. By June 2026, China's intelligent computing power scale reached 2185 EFLOPS, a year-on-year increase of 177%, and the first domestically produced 100,000 card artificial intelligence supercluster was officially put into use.Deep Exploration, Dark Side of the Moon, and others have successively released multiple trillion-parameter open-source large models, and more than 120,000 high-quality datasets have been established. The application penetration rate of artificial intelligence technology among large-scale manufacturing enterprises has exceeded 30%. In the first half of 2026, there were over 400 humanoid robot complete products, and the total annual production is expected to exceed 100,000 units. During the same period, there were 1,255 instances of investment and financing related to artificial intelligence, totaling approximately 250.14 billion yuan, reaching 78.0% and 182.0% of the total for the entire year of 2025, respectively.

SemiAnalysis releases Neocloud security deep report: Infrastructure configuration errors are shocking, and cross-tenant RCE could affect banks, telecommunications, and even a country's intelligence agency

The semiconductor and AI independent research organization SemiAnalysis released a deep security report on Neocloud (new cloud), revealing various cross-tenant security vulnerabilities discovered during the ClusterMAX 3 testing period. In a four-month test covering 25 vendors and 32 clusters, the team achieved multiple instances of cross-tenant remote code execution (RCE) solely by exploiting publicly known vulnerabilities and basic configuration checks. Affected entities included banks, telecommunications companies, universities, research institutions, AI laboratories, and even a national intelligence agency.Typical issues included: shared Kubernetes control plane leading to tenant metadata visibility, container escape, exposure of BMC/IPMI management networks, incorrect configuration of InfiniBand security keys (P_Key, SA_Key, M_Key), unfortified default trust mode of BlueField DPU, Grafana monitoring dashboards using god-level API keys, and lack of VXLAN isolation in front-end networks. The report specifically pointed out a cascading vulnerability case: a misconfiguration of shared vCluster combined with software versions being two years out of date ultimately completed the POC verification of cross-tenant RCE within an afternoon.Notably, the report questioned the mainstream narrative that "AI has fundamentally changed the pace of cybersecurity": statistics on CVEs for NVIDIA GPU drivers, CUDA, PyTorch, Kubernetes, Docker, and the Linux kernel showed that there was no significant increase in vulnerabilities after the popularization of AI coding models, with most data supporting the "no change hypothesis." The report also detailed the incident where an OpenAI-trained agent attacked Hugging Face, where the AI agent achieved cluster-level privilege escalation through a message board established via Artifactory, which went undetected from May to July. While building POC verification for existing vulnerabilities, the team found that Claude Fable and GPT-5.6 Sol frequently rejected security-related requests, ultimately relying on open-source models such as DeepSeek V4, Kimi K3, and GLM-5.2 to complete the task.SemiAnalysis stated that the core issue in the Neocloud (new cloud) industry is not the new risks brought by AI, but rather the long-term absence of basic patch management, tenant isolation, and security design. They recommended that vendors establish automated security announcement monitoring systems and rectify single points of failure that could expose all users' architectural patterns.

Gray Research Director: Ethereum is like a "small country," and the issuance of ETH determines the balance between network security and currency

Zach Pandl, the head of research at Grayscale, posted on the X platform comparing Ethereum to a "small country" and discussed the ETH issuance mechanism. He believes that Ethereum has only one core "government function": to protect property rights and value exchange within the system. Unlike traditional countries that provide public services through taxation, Ethereum primarily funds network security through "seigniorage," which is the issuance of new ETH.In this framework, the stakers responsible for maintaining network security are akin to a group providing public services, as they receive rewards through newly issued ETH. Therefore, Ethereum's staking mechanism and ETH issuance policy essentially constitute the network's fiscal and monetary policy. Zach Pandl pointed out that the Ethereum community needs to decide how much "new currency" should be used to cover network security costs. More security typically means stronger protection of property rights, but at the cost of a higher ETH issuance rate and potential other risks.For example, if network security increasingly relies on a few large staking service providers, there remains room for discussion about whether these providers can maintain the asset rights of all users completely neutrally. Pandl believes that, just as in traditional economies, no one knows the "optimal level" of government spending and currency issuance; the same applies to Ethereum. However, Ethereum has several key security thresholds, including: 1/3: an attacker reaching this ratio may affect finality; 1/2: affects blockchain fork choice; 2/3: can control the finality process. Some community members believe that the design of Ethereum's monetary and fiscal policy should consider the security trade-offs brought by these key ratios, while the current mechanism has not adequately incorporated these factors. However, the above analogy is not entirely accurate, as it does not yet involve other important factors such as the ETH burn mechanism, MEV, governance, etc.

This transaction, involving nearly ten million yuan in import shipping fees, was fully paid using digital renminbi, with funds arriving in the Singapore recipient's account on the same day, achieving "zero time difference" and "high transparency" in cross-border fund transfers. The service targets subsidiaries of central enterprise group trade platforms that regularly need to procure iron ore from abroad and pay for shipping fees, with high frequency and large amounts of cross-border settlements."Digital Currency Express" is a cross-border settlement infrastructure built by the International Operation Center of Digital Renminbi under the guidance of the People's Bank of China's Digital Currency Research Institute. Overseas participants can access services through the Hong Kong access point "One Point Access", compatible with both centralized and blockchain systems, and the message standards comply with ISO20022. On June 16, 2026, the first batch of 26 financial institutions signed direct participant service agreements. This business marks a significant breakthrough for ICBC in leveraging the infrastructure of the International Operation Center of Digital Renminbi to establish an integrated cross-border clearing system for domestic and foreign branches, achieving comprehensive coverage of two-way digital renminbi payment and receipt services with Singapore and Laos.
