first_img Galaxy: The probability of the CLARITY Act passing has dropped to 10%, SEC and CFTC accelerate independent actions

Galaxy Research analyst Alex Thorn pointed out that as the likelihood of the CLARITY Act passing in 2026 significantly decreases, the U.S. SEC and CFTC are intensifying independent cryptocurrency regulatory actions. The bill previously gained bipartisan support in the Senate Banking Committee but has stalled due to unresolved ethical rules for officials regarding cryptocurrency, pressure from community banks leading to some Republican positions softening, and disputes over developer protection clauses. The Senate Majority Leader failed to push for a vote before the August recess, and the September session is only about two to three weeks long, leading Galaxy to lower the probability to 10%.On the SEC side, the originally planned "Reg Crypto" exemption (which provides a new path for primary issuance of crypto assets) and "Innovation Exemption" (which allows tokenized securities to trade in DeFi secondary markets) have been postponed multiple times. It is reported that the agency had retreated due to opposition from the traditional securities industry, but may restart due to the bleak outlook of the bill, with text expected to be released in the coming weeks to months. These measures are likely to be time-limited sandboxes that will face litigation and require years to refine. The CFTC is actively advocating for jurisdiction over prediction market contracts, responding to the New York Attorney General's attempt to issue an emergency order to ban Kalshi event contracts nationwide, continuing the tug-of-war over federal and state jurisdiction regarding prediction markets.Thorn believes that while the bill covers a comprehensive framework including registration licensing, compliance monitoring, and consumer protection, it is currently more dominated by political factors. SEC Commissioner Hester Peirce's planned departure in November also adds urgency to the advancement of the rules. The related actions aim to fill the legislative vacuum but may ultimately undergo a lengthy judicial and rule-making process.

Manus will resume independent operations, and some users need to complete data backup before August 23

Manus announced that the company will soon resume independent operations. To complete this transition and meet regulatory requirements in certain jurisdictions, affected users must back up their data by 7:59 AM Singapore time on August 23, and data recovery will begin at 8:00 AM on August 25 to ensure normal usage thereafter.Manus stated that affected users will be notified via email and in-app notifications; users who registered with an Apple ID or Facebook account should pay attention to in-app notifications. Affected users can perform multiple backups before August 23 and can continue to create data after the first backup, followed by re-executing the backup. Starting at 8:00 AM on August 25, the data recovery portal will officially open, and users can continue using their previous data after completing the recovery. During the transition period, affected users will incur no charges, and Manus will also provide rewards.For users not affected by this adjustment, no action is required, and they can continue to use Manus normally; the system will also confirm via in-app notifications that their accounts are unaffected. Manus understands that this adjustment may cause inconvenience to affected users and has provided detailed operational guidelines in the help center, while the customer service team will offer 24/7 support.Manus stated that it is preparing a series of new features aimed at further expanding the capabilities of general AI entities and expressed optimism about the company's development prospects after resuming independent operations.

CertiK Report: Brazil's cryptocurrency market enters a comprehensive regulatory phase, with independent verification becoming the key to access

Web3 security company CertiK released the report "Intel3D: PSAV and Brazil's New Security Standards." The article points out that as the deadline for authorization applications set by the Central Bank of Brazil (October 30 of this year) approaches, local virtual asset service providers (PSAV) are facing a round of concentrated compliance adjustments, and compliance and security certifications issued by independent third parties are transitioning from industry best practices to important requirements for market access.According to the report, CertiK is currently conducting independent external audits based on the Central Bank of Brazil's Normative Instruction No. 701. As one of the markets with the highest adoption of crypto assets globally, the impact of this regulatory transformation in Brazil may far exceed the local market. The report shows that Brazil currently ranks fifth in the world for actual crypto asset adoption rates. From June 2024 to June 2025, the on-chain asset value received by Brazil reached $318.8 billion, accounting for nearly one-third of on-chain activity in South America during the same period. Stablecoins have become an important infrastructure in the local digital asset market, accounting for about 80% of the trading volume in crypto asset transactions reported to the Federal Revenue of Brazil.
